David has nearly 30 years of government and public affairs experience in Pennsylvania with a strong track record of success in the halls of the State Capitol. David represents a diverse group of clients with interests in telecommunications, transportation, financial services, technology, and education. Previously, David was president and CEO of the Technology Council of Pennsylvania, a statewide trade association representing Pennsylvania’s robust technology industry. Prior to that, David served as a vice president for CenturyLink, Inc., where he was responsible for the company’s extensive government, public and regulatory affairs operations in Pennsylvania and New Jersey.
During his career, David has worked on major issues, such as telecommunications reform and broadband expansion, Pennsylvania’s historic medical marijuana statute, technology procurement reform, the establishment of Pennsylvania’s State Health Information Exchange, and expansion of Pennsylvania’s Earned Income Tax Credit program. David also served as the director of technology investment in the administrations of Governors Tom Ridge and Mark Schweiker, and was a federal and state lobbyist with the Pennsylvania Rural Electric Association. David began his career in the U.S. Senate as a staff aide to former U.S. Senator Arlen Specter.
David graduated with a Bachelor of Arts in political science from Lycoming College and has served on the boards of various nonprofit organizations, including the Pennsylvania Telephone Association, the Technology Council of Central Pennsylvania, and the Team Pennsylvania Foundation.
