With a strong background in litigation and dispute resolution, Cindy concentrates her practice on construction-related cases. She represents contractors and design professionals in complex disputes within the private and public works sectors, navigating state and federal courts. Cindy also has experience representing public works contractors defending False Claims allegations, and has initiated and defended bid protests successfully, recently confirming a contract award of over $300 million. Her experience extends to handling commercial collection efforts in construction, including mechanics lien, stop payment notices, and payment bond claims. Cindy also provides valuable counsel on contractor licensing matters and construction-specific issues in the corporate context.
Cindy is an active member of the American Bar Association’s Forum on Construction Law and a graduate of the ABA Construction Forum’s Trial Academy (2023).
Prior to joining Cozen O'Connor, Cindy was an associate with an Am Law 100 firm, where she concentrated on construction related litigation.
Cindy earned her J.D., cum laude, from Chapman University's Dale E. Fowler School of Law, where she was the senior symposium editor of the Chapman Law Review. She earned her B.A. from the University of California, Irvine.
