Brian advises technology companies, communications providers, public entities, and enterprise customers on complex commercial transactions, technology procurements, managed services arrangements, and communications infrastructure projects. Combining sophisticated transactional experience with decades of regulatory and industry knowledge, he helps clients execute strategic business initiatives, manage risk, and build long-term commercial relationships.
Brian structures, negotiates, and implements technology and commercial agreements that support a broad range of business needs. Because he represents both technology providers and customers, Brian brings a practical understanding of the business objectives, risks, and negotiating positions on all sides of a transaction. He regularly counsels clients on risk allocation, artificial intelligence and emerging technology issues, data rights, cybersecurity obligations, data governance, privacy, and regulatory compliance. He also assists with large-scale technology implementations, pension administration system projects, contract compliance matters, and technology procurements for both public- and private-sector organizations.
A significant component of Brian’s practice involves the communications and broadband sector. In this area, he advises providers, infrastructure owners, and governmental entities on complex commercial and regulatory matters, including negotiating communications franchises, pole attachment agreements, rights-of-way agreements, tower and rooftop leases, vendor contracts, and other communications infrastructure arrangements. He also counsels clients on federal, state, and local requirements affecting broadband, wireless, cable, and telecommunications operations, from FCC regulations and permitting requirements to franchise obligations, utility taxes, and infrastructure deployment issues. Brian is a frequent speaker at state and national conferences on technology, broadband infrastructure, rights-of-way management, wireless deployment, and telecommunications contracting.
In addition to his legal practice, Brian serves on Cozen O’Connor’s Management Committee. He joined the firm in 2026 with his colleagues from Moss & Barnett, where he served on the board of directors from 2009 to 2025, and as president and chief executive officer from 2017 to 2025. His experience leading a law firm provides him with a practical business perspective that clients value when negotiating commercial transactions and strategic initiatives. Brian earned his B.A. in mathematics from Creighton University and his J.D. from William Mitchell College of Law, where he served as editor of the William Mitchell Law Review.
