Patrick helps clients advance their high-stakes legislative and policy goals before federal, state, and municipal decision-makers. He assists a diverse portfolio of businesses with executive branch advocacy, legislative relationship building and lobbying, and procurement at the local government level.

Patrick has extensive experience helping clients win high-value public contracts and navigate complex regulatory landscapes. Some of his recent victories include helping a national rideshare company secure a contract to become the City of Chicago’s exclusive operator of the bikeshare system; assisting a hospitality company in developing and revising the City of Chicago’s house-sharing regulations; and helping a media company secure a $75 million contract to design and operate Cook County’s digital sign program and network.

Before joining Cozen O’Connor Public Strategies, Patrick worked in a similar capacity as a senior vice president in the Illinois state government relations group of his previous firm.

Before beginning his career in private practice, Patrick worked as a special assistant for Governmental and Legislative Affairs to Cook County Board President Toni Preckwinkle. In that position, he helped pass six balanced budgets and directed President Preckwinkle's legislative agenda before the Cook County Board of Commissioners.

Patrick also previously served as an assistant to Chicago Mayor Richard M. Daley and held other roles with the City of Chicago. In his time with the City, Patrick worked closely with other units of local government in northeastern Illinois and across the Great Lakes region to advocate for initiatives import to municipalities, particularly in the area of water policy and environmental stewardship.

Patrick earned his bachelor's degree at the University of Chicago and also holds a Certificate in Civic Leadership from the Harris School of Public Policy at the University of Chicago.
