Michael Klein provides insight into the possible sale of Chester Water Authority (CWA) by the City of Chester that resulted in a September 2021 decision issued by the Pennsylvania Commonwealth Court and followed by CWA’s appeal to the Pennsylvania Supreme Court in The Water News Source. Upon receiving an unsolicited purchase offer from Aqua Pennsylvania Inc., CWA’s member board unanimously rejected the offer. That was only the beginning of a very long and controversial process. The delay is due to the significant stake the parties have in the sale of CWA—the city due to financial distress and CWA and its constituents due to rate increase concerns.
