WASHINGTON, D.C., December 10, 2025 — Cozen O’Connor is pleased to announce that David Heffernan, co-chair of the firm’s Transportation & Trade Group, Jonathon Foglia, co-vice chair of the firm’s Transportation & Trade Group, Neil Quartaro, chair of the firm’s Japan Practice, and Patrick Rizzi, a member of the firm’s Transportation & Trade Group have been selected to the Lexology Index: Transport 2026 guide. This annual guide recognizes leading practitioners for their work on high-profile regulatory, financial, and contentious matters, as well as those who handle complex mandates related to unmanned aircraft systems, space, and satellites. David, Jonathon, and Patrick were recognized in the aviation regulatory and unmanned aircraft system categories, while Neil was recognized in the shipping category.

A recognized leader in the aviation bar, David serves as chair of Cozen O’Connor’s Transportation & Trade Group and co-chair of the firm’s preeminent Aviation Industry Team. He is consistently ranked in Chambers and Partners USA, listed in The International Who's Who of Aviation Lawyers, included in the Legal Media Group’s Guide to the World's Leading Aviation Lawyers, and admitted to The Legal 500’s U.S. Aviation and Air Travel “Hall of Fame.” David represents major U.S. and foreign airlines (passenger and cargo); aviation trade associations; aircraft, engine, and equipment manufacturers; aircraft maintenance, repair, and overhaul (MRO) businesses; air travel distribution companies; and air/ground express delivery and logistics companies. He also advises non-aviation businesses, including banks, private equity funds, other aviation industry investors, and corporate owners/users of aircraft.

Jonathon advises U.S. and foreign airlines, public charter operators, aviation industry trade associations, and travel intermediaries (e.g., online travel agencies, travel management companies, and tour operators) on matters arising under the U.S. Department of Transportation's (DOT) economic regulations, including licensing and registration, consumer protection requirements, and investigations and enforcement actions. He also counsels aviation clients on U.S. carrier continuing fitness and citizenship requirements, competition matters, joint ventures and airline alliances, traffic rights under bilateral air service agreements, multilateral treaties concerning liabilities in international air carriage, and competitive route and slot-award proceedings. Jonathon is co-chair of the Aviation Industry Team.

Neil focuses his practice on international and domestic transportation and trade matters — particularly those involving cross-border investments, disputes, and maritime issues. He handles inbound investments, international contract disputes, creditors’ rights in U.S. bankruptcy proceedings, obtaining pre- and post-judgment security, vessel and aircraft foreclosure, and charter and aircraft lease disputes. In addition, he handles various transactions, including those in the transportation space such as ship and aircraft charters and leases, sale and purchase, vessel construction contracts, purchase agreements, terminal agreements, and private equity investments in shipping.

He counsels clients on matters involving operations, safety, compliance, regulatory investigations, continuing fitness, and citizenship requirements, licensing, certification, civil penalty enforcement actions, certificate actions, competition, international route rights and bilateral air transport agreements, antitrust immunity, airline alliances, federal grant assurances, slots, airport privatization, aviation consumer regulations, essential air service, airport access, and airspace obstructions.
