"I've read hundreds and hundreds [of rulemakings, and] it's very well written ... clearly a lot of thought was put into it," said Larry. “[But] I could see somebody fight about the implementation. Did they look at the right data? Did they look at a sufficient range of data? Was the data accurate?"
