Mira Baylson, Joseph Hill Named to Shapiro/Davis Transition Team

PHILADELPHIA, November 22, 2022 — Governor-Elect Josh Shapiro and Lieutenant Governor-Elect Austin Davis announced their transition team, including Mira Baylson, a member of Cozen O'Connor’s State Attorneys General Practice, and Joseph Hill, senior principal at Cozen O'Connor Public Strategies. Hill was named a member of the Transition Personnel Committee, which will recruit, review, and recommend personnel for the incoming administration. Baylson will serve as one of the transition team’s legal counsel.

Baylson has broad knowledge of, and familiarity with, state attorneys general (AGs) offices and other government agencies, which she brings to bear when advising corporate and individual clients on a wide range of legal and regulatory issues, particularly related to intersection of civil and criminal government enforcement. She has extensive experience developing successful, defense-oriented strategies, and when a client faces investigation by AGs or other regulatory agencies, she works to avoid an escalation to criminal charges. She is also uniquely skilled at helping companies craft programs to promote social justice and good citizenry in collaboration with state AGs and governments.

Bringing experience across public service, public affairs, political campaigns, and education policy, Hill leads the firm’s government relations and public advocacy efforts in Philadelphia and southeastern Pennsylvania. He also plays a key role in the firm’s broader executive and legislative branch advocacy and policy monitoring efforts throughout the commonwealth. Hill served as statewide political director and deputy campaign manager for Pennsylvania Governor Tom Wolf’s highly successful reelection bid. He also served as deputy political director for the Hillary for America campaign in Pennsylvania, where he managed and leveraged the campaign's relationships with elected officials, business leaders, and labor organizations throughout the state. Before this role, he served as the director of public participation for the 2016 Democratic National Convention Committee (DNCC), leading the public engagement program with various state and local stakeholders in the Philadelphia area.
