WASHINGTON D.C., September 7, 2022 ― With international trade-related legal developments having an ever-greater impact on client operations, Cozen O’Connor announced that Micah S. Myers, former senior associate general counsel at the Office of the U.S. Trade Representative (USTR), has joined its growing Washington, D.C. office as a member.
In his decade of service at USTR, Myers participated extensively in numerous international trade negotiations, represented the United States in World Trade Organization (WTO) dispute settlement proceedings, and coordinated the United States-Mexico-Canada Agreement (USMCA) labor enforcement team in the USTR General Counsel’s Office. He will now leverage his government experience and pre-government litigation experience to advise Cozen O’Connor clients on international trade matters and represent clients in litigation, administrative proceedings, and other fora, focusing on matters involving international trade and other international legal issues.
“Considering the complexity of today’s international trade landscape, there is no one more qualified to advise clients on international trade matters than someone like Micah, who just spent more than a decade drafting, negotiating, and enforcing U.S. trade agreements,” said Barry Boss, co-chair of the firm’s Commercial Litigation department. “Global events of the past few years have shown the importance of having sound counsel in this area. Suffice it to say, Micah’s a valuable addition, both to the firm and our clients.”

At USTR, Myers worked with subject matter experts to plan, structure, negotiate, and draft international trade agreements and participated in hundreds of hours of face-to-face trade negotiations with officials from countries around the globe. Myers was also deeply involved in enforcement matters, serving as co-lead counsel for the United States in several WTO dispute settlement proceedings and as supervisory counsel in the initial enforcement matters brought under the USMCA’s Rapid Response Labor Mechanism. Over his time at USTR, Myers provided numerous briefings to Congressional staff.
Prior to joining USTR, Myers served as counsel with a major Washington, D.C., law firm, focusing his litigation practice on appellate and Supreme Court matters involving a range of high-profile entities. Micah has also served as an associate legal officer to the president of the International Criminal Tribunal for the former Yugoslavia in the Hague, Netherlands, been a visiting fellow at Stanford Law School, and served as a law clerk to the Hon. David S. Tatel of the U.S. Court of Appeals for the D.C. Circuit.

Myers earned his J.D. with distinction at Stanford Law School and a B.A. summa cum laude in history from Harvard University.
