PHILADELPHIA, September 26, 2022 — Cozen O’Connor is pleased to announce that Andrew Baer, chair of the firm’s Technology, Privacy & Data Security practice, and Mira Baylson, a member of the firm’s State Attorneys General practice, have been named to The Philadelphia Business Journal’s “Best of the Bar 2022.” A panel of outside judges selected a group of 37 local lawyers across ten categories who have distinguished themselves within the last 15 months in their practices.

Andrew focuses his practice on cutting-edge technology transactions on both the buy-side and sell-side, cloud computing, data privacy, and security compliance (FTC, GDPR, CCPA, FFIEC, and the New York DFS Cybersecurity Regulation), copyrights and trademarks, software, transactions in the digital advertising ecosystem (DMPs, SSPs, DSPs, ad exchanges, retargeting, data onboarding), and interactive marketing compliance. His clients include Fortune 500 companies, startups, and everything in between, such as financial institutions, SaaS/IaaS/PaaS companies, digital interactive agencies, adtech companies, data brokers, online ad networks, mobile app developers, media monitors, international e-commerce companies, and others.

Mira has a broad knowledge of, and familiarity with, state attorneys general (AGs) offices and other government agencies, which she brings to bear when advising corporate and individual clients on a wide range of legal and regulatory issues, particularly related to the intersection of civil and criminal government enforcement. She works tirelessly to help her clients find creative solutions to even their most daunting challenges and reach their strategic goals. She has extensive experience developing successful, defense-oriented strategies, and when a client faces an investigation by AGs or other regulatory agencies, she works to avoid an escalation to criminal charges. For clients facing such charges, Mira has successfully litigated to minimize liability and has gotten the charges reduced or dismissed in many cases. She is also uniquely skilled at helping companies craft programs to promote social justice and good citizenry in collaboration with state AGs and governments.
