Why Industry City Rezoning is Failing

Kenneth Fisher was quoted in an article in City & State New York about the Industry City rezoning application in Brooklyn. After years of planning and months of delays, the rezoning application is moving forward despite opposition by City Council Member Carlos Menchaca, who represents the Sunset Park neighborhood where Industry City is located. This raises questions about the future of member deference, a practice by which City Council members effectively had veto power over land use decisions in their own districts. Noting that the consequences of turning down a proposal are now stark, and discussing whether the entire council should weigh in rather than adhering to the opinion of the local member, Ken said, “I think that this should carry over to residential and mixed-use rezonings of scale.”
