Pennsylvania Legislation and Regulation to Watch in 2018

Jim Davis, a Cozen O'Connor Government Relations Principal, was quoted in Law360's article, "Pennsylvania Legislation and Regulation to Watch in 2018."  Democratic Gov. Tom Wolf seeks a second term and Republicans in the General Assembly look to preserve their majorities, the two sides will, at the very least, have to reach agreements on the state budget. Wolf hopes to impose a tax on natural gas extraction. While it is the second-largest natural gas producer in the country, Pennsylvania is the only gas-producing state that does not impose a severance tax. In July, the Republican-controlled state Senate did approve a revenue plan that included a 5.7 percent tax on natural gas in exchange for a set of permitting reforms that would have made it easier for drillers to get approvals from the Department of Environmental Protection. Like everything in Harrisburg, some viewed it as not being enough and some viewed it as too much,” said Jim.
