Ken Fisher, a member of Cozen O’Connor’s Business Law Department, discussed the importance of choosing a strong Speaker of New York City Council after the contenders made their cases at a Crain’s forum. Crain’s New York Business “Morning Insider” noted that while many of the contenders vowed to give Council a stronger voice and independence from the mayor, they contradicted themselves by saying individual Members should have more influence when moving legislation. According to Ken, a former Brooklyn Council Member, “the stronger the Speaker, the stronger the Council.” When the Speaker does not favor a bill or is focused on negotiating changes to obtain the mayor’s support and avoid a veto, bills can frequently be bottled up.
